Azerbaijan is violating the Vienna Document 2011

According to subparagraph 40.1.1 of chapter 5 of the Vienna Document 2011, military exercises may be conducted only if they include:

1. A minimum of 9000 people, including support troops,

2. A minimum of 250 tanks,

3. A minimum of 500 armored vehicles,

4. A minimum of 250 artillery weapons, mortars and reactive systems of volley fire (100mm and above).

During the discussions dedicated to the modernization of the Vienna Document 2011, the member states agreed upon announcing the implementation of large-scale military exercises, for presently, there are a very few countries that carry out such trainings.

Meanwhile, in compliance with the demands of the 66th Clause of Part VII of the Vienna Document 2011, if, during the accounting year, in addition to the previously announced military exercises, the member state has planned to implement large-scale military trainings; then it must notify all member states of the given event as soon as possible.

The Republic of Azerbaijan – as opposed to the requirements established by the Vienna Document 2011 – did not notify the member states about the operational and tactical military training conducted in Nakhijevan, from June 17 to 24.

In such cases, according to the abovementioned clause, the country is hereby obliged to notify the implementation of such events; however, the OSCE info network has published no news about the military exercises executed by the Republic of Azerbaijan.
