It is the duty of every soldier to defend and, should it be necessary, also help his compatriots. He ought to give the lead with his unimpeachable conducts and ought to behave himself as a real citizen. Capitan Tigran Avetisyan – an officer of the RA Armed Forces – as a section commander, is serving in one of the artillery battalions in the region of Syunik.

On the 17th of September the morning wake-up for the staff of two of the military units of the RA Army was different from those of the usual days. The minister of defence Seyran Ohanyan made a surprise visit to those military units. Aiming to check one scenario of the daily service of the staff the minister also checked the presence of time-tables, the timing of the morning exercises, the needed documents, etc. In order to abolish the shortcomings that were found during the unexpected check-ups Seyran Ohanyan gave orders to the officers of the sub-units and brought forward some issues.

In the centre for military exercises after Marshal Baghramyan ended the trainings and studies of the Armenian company, which was preparing for the military exercises in Kazakhstan. And now, after a one-and-half-month preparation phase, the company shows satisfactory results. A proof of this is the maneuver of tactics held on the 16th of September.
On that day, in order to get to know the readiness of the members of the company on spot and to observe the maneuver, the minister of defence Seyran Ohanyan, Chief of the GS of the RA Armed Forces Colonel-General Yuri Khachaturov, other high rank militants and company commanders of different military units of the RA Armed Forces visited the centre for military exercises after Marshal Baghramyan.

On the 15th of September, 2009 the RA Minister of Defence Seyran Ohanyan received the ambassador of the Republic of Belarus to Armenia Stepan Sukhorenko.

On the 15th of September, 2009 the third sitting of the interdepartmental committee, which coordinates the RA defence strategic review work, took place, which was presided by the co-presidents of the committee Arthur Baghdasaryan and minister of defence Seyran Ohanyan. Opening the sitting, the secretary of the Security Council Arthur Baghdasaryan stated that the main planning documents, prepared by the committee during the first and second rounds of the strategic review, have received the President’s approval. Arthur Baghdasaryan announced the beginning of the third round of the defence strategic review work and underlined the importance of the systematic work of all the departments in doing this enormous work properly. He said that it is the first time that the preparation of the strategic planning documents is being done in Armenia.

Today one of the Armenian newspapers (“Haykakan Jamanak” /Armenian Times/, 12.09.2009, N169), referring to “its sources at the NKR Defence Army”, published, that on the 11th of September, 2009 8-9 Azerbaijani helicopters have crossed the contact line. Regarding this information the Press Secretary of the NKR Defence Army Lieutenant-Colonel Senor Hasratyan informs that the previous day the air-defence sub-units of the NKR Defence Army have detected a flight of helicopters in the Azerbaijani side 6-7km away from the contact line. However, this was in the Azerbaijani territory and the Armenian side did not take any actions.
At the same time we would like to inform, that the NKR air borders are constantly being guarded by the NKR air-defence sub-units, and any attempt of border violation will resolutely be halted.

On the 10th of September, 2009 the Azerbaijani mass media disseminated a notification, as if the sub-units of the Armenian Armed Forces have started an unsuccessful attack in the direction of Aghdam, as a result of which five Armenian soldiers were killed and three more were wounded. Regarding the incident, the Press Secretary of the Defence Army of the Republic of Nagorno Kharabakh Lieutenant-colonel Senor Hasratyan has come up with a refutation.
On the same day in the evening the Azerbaijani vesti.az website published an interview with an Azerbaijani military expert Uzeir Jafarov, who, not being able to answer the question how it is possible to speak of an exact number of victims when there are no corpses, he said, “Every attack is followed by losses in the group, no matter whether the Armenian side publishes the number of the death or not”.
This chip informational game of the Azerbaijani media and “military expert” Jafarov shows that the Azerbaijani side once again tries to lift the martial spirit of its army and society, while destabilizing the situation.
A proof of what has been said is the photo of a killed soldier with a capture “the perished Armenian soldiers”, which has been published in vesti.az website. But ridiculous thing is that in the photo a Georgian soldier is illustrated, who was killed during the Russian-Georgian war in 2008. This photo has already been published in the website of the RF Communist party: www.kprf.ru (http://kprf.ru/international/59203.html).

On the 9th of September, 2009 the RA Minister of Defence received the representatives of the Near East South Asia Center for Strategic Studies, NDU, USA, among them the former US Ambassador to Armenia Michael Lemmon, Dr. Roger Kangas, Col, Professor/Sr. Analyst Anne M. Moisan.

On the 8th of September the representatives of the Near East South Asia Center for Strategic Studies, NDU, USA - former US Ambassador to Armenia Michael Lemmon, Dr. Roger Kangas, Col, Professor/Sr. Analyst Anne M. Moisan, accompanied by the US Defense Attache' in Armenia, Lieutenant-colonel Robert Webster - as well as the principal of the Institute for Geological Sciences of the RA National Academy of Science Doctor of geo-psychological sciences Arkadi Karakhanyan and the executive director of the “Seismic Defense Northern Service” State Non-Trade Organization Doctor of geo-psychological sciences, Professor Sergey Nazaretyan visited the RA MoD Institute of National Strategic Research. This visit to the Institute was professional-cognitive for the prestigious specialists in the sphere of strategic security. It had a goal of expanding the bilateral cooperation.

The RA Ministry of Defence is giving clarification on the article “Narek has been accepted to the Stanford University: because of deposit his education is under danger” written by Arman Gharibyan and published in hetq.am website. Article 14 of the “About Recruitment” RA law defines the bases of giving citizens postponement from military service to continue their education. According to the article mentioned, RA citizens can get postponement for studying abroad if their education is based on state demand, intergovernmental and interdepartmental contracts. According to the part 2 of article 16 of the law, the RA Government, in particular cases, categorizes its citizens and determines individual citizens to be given the postponement.
