Suren Papikyan received a delegation of the France-Armenia Friendship Group of the French Senate
On April 23rd, the Minister of Defence of the Republic of Armenia, Suren Papikyan, received a delegation led by the Chairman of the France-Armenia Friendship Group of the French Senate, Gilbert-Luc Devinaz. The Ambassador Extraordinary and Plenipotentiary of the French Republic to Armenia, Olivier Decottignies also participated in the meeting. The meeting addressed various aspects of Armenia-France relations, with a particular focus on cooperation in the defence field. During the meeting, regional security issues and the substantial reforms underway in the Armenian Armed Forces were also discussed.

Ապրիլի 17-ին ՊՆ զորավարժարաններից մեկում անցկացվել է ՀՀ ԶՈՒ բարձրագույն և ավագ սպայական կազմերի ատեստավորման գործընթացի կրակային պատրաստության քննությունը։ Քննական գործընթացին հետևել են ՀՀ պաշտպանության նախարար Սուրեն Պապիկյանը և ատեստավորման հանձնաժողովի նախագահ, պաշտպանության նախարարի առաջին տեղակալ, ԶՈՒ ԳՇ պետ, գեներալ-լեյտենանտ Էդվարդ Ասրյանը։ Բարձրաստիճան սպաները հիմնականում հաջողությամբ են խոցել թիրախները և գրանցել բարձր արդյունքներ:

Ապրիլի 12-ին ՀՀ պաշտպանության նախարարության ռազմական ոստիկանությունում տեղի է ունեցել 2024 թվականի առաջին եռամսյակի աշխատանքների ամփոփում։ Զեկույցներով հանդես են եկել ՌՈ պետի տեղակալները։ Ռազմական ոստիկանության պետ, գեներալ-մայոր Աշոտ Զաքարյանն անդրադարձել է հանցագործությունների կանխարգելման և բացահայտման ուղղությամբ իրականացված միջոցառումներին, կարգապահության ամրապնդմանն ուղղված զորամաս-ռազմական ոստիկանություն փոխգործակցությանը և այլ թեմաների։ Ամփոփման ավարտին ՌՈ պետը հանձնարարականներ և ցուցումներ է տվել՝ հետագա աշխատանքների կազմակերպման վերաբերյալ:

Փետրվարի 9-ին ՊՆ վարչական համալիրում պաշտպանության նախարարի տեղակալ Արման Սարգսյանի ղեկավարությամբ անցկացվել է հավաք-խորհրդակցություն՝ «2023 թվականի ընթացքում ՀՀ զինված ուժերում արձանագրված իրավախախտումների, դեպքերի ու պատահարների առաջացման նախադրյալները և դրանց կանխարգելման հիմնական ուղիները» թեմայով։ Հավաք-խորհրդակցության ընթացքում անդրադարձ է կատարվել զինծառայողների միջև ոչ կանոնագրքային փոխհարաբերությունների առաջացմանն ազդող գործոններին, դրանց կանխարգելման ուղիներին, զինված ուժերում արձանագրված իրավախախտումների վիճակագրությանը, արատավոր բարքերի դեմ պայքարին, զինված ուժեր դրանց ներթափանցումը բացառելուն ուղղված աշխատանքներին և կանխարգելիչ միջոցառումներին, ինչպես նաև մի շարք այլ թեմաների։
The MoD of Azerbaijan spread disinformation
The statement of the Ministry of Defence of Azerbaijan alleging that on April 13th, at around 08:30 am, the units of the Armed Forces of the Republic of Armenia opened fire toward Azerbaijani combat positions located in the northeastern part of the border, does not correspond to reality.

The Ministry of Defence of Azerbaijan continues to disseminate disinformation
The Ministry of Defence of Azerbaijan continues to disseminate disinformation, alleging that the Armed Forces of the Republic of Armenia are actively concentrating, actively moving personnel, armored vehicles, artillery, and other weaponry in various directions along the border. Additionally, the Azerbaijani MoD has released edited videos depicting engineering, fortification, and construction activities of infrastructure of defensive nature and purpose in general undertaken in recent months in the rear protection areas of the Armed Forces of the Republic of Armenia, thus trying to present it as intensive activities and troop build-ups along the front lines in the last few days. The Ministry of Defence of the Republic of Armenia asserts that the implementation of engineering works within the sovereign territory of Armenia is the exclusive sovereign right of the Republic of Armenia. These activities are purely defensive and are aimed at safeguarding the territorial integrity of the Republic of Armenia. As previously stated, the Ministry of Defence of the Republic of Armenia deems the operational situation along the Armenia-Azerbaijan state border to be stable. Consequently, the MoD does not perceive the necessity to implement additional measures for border protection. Therefore, the information regarding troop concentration is not reflective of the current reality.

Exchange of expertise in public relations and communications at the MoD
On April 1, the US mobile training team visited the Republic of Armenia as part of the Armenia-US defense cooperation. From April 1 to 5, the instructors will engage in an exchange of expertise in public relations and communications at the administrative complex of the Ministry of Defense. This exchange will involve cooperation with the Department of Information and Public Affairs of the MoD, as well as with personnel from the state institution "Zinuzh Media." The program commenced with a speech by the First Deputy Minister of Defense of the Republic of Armenia-Chief of the General Staff of the Armed Forces, Lieutenant General Edward Asryan.

The information disseminated by the Azerbaijani media regarding the alleged opening of fire by Armenian border guards on the Kapan-Zangelan section of the Armenia-Azerbaijan state border on February 12 is under investigation. Written orders from the superior command clearly define the circumstances under which a serviceman is permitted or obligated to open fire. Preliminary findings indicate that no such situation occurred in this area on February 12. If this is confirmed, those responsible for violating the orders will be held accountable. Representatives of the Saint-Cyr Military Academy of the AF of the France conducted a visit to the Military Academy named after Vazgen Sargsyan
On February 2, representatives from the leadership of the Saint-Cyr Military Academy of the Armed Forces of the Republic of France conducted a visit to the Military Academy named after Vazgen Sargsyan, under the Ministry of Defence of the Republic of Armenia. Armen Khachatryan, Deputy Chairman of the Standing Committee on Defence and Security of the National Assembly, was also in attendance during the meeting. The guests had the opportunity to tour the academy premises, gaining familiarity with the facilities, available opportunities, and the curriculum. Detailed presentations were made to them regarding the structure, activities, and educational programs of the academy. Discussions were held on matters related to the interaction and cooperation between the two academies. Furthermore, on the same day, in the presence of RA Deputy Minister of Defence Arman Sargsyan and the Ambassador Extraordinary and Plenipotentiary of the French Republic to Armenia, Olivier Decotigny, a modernly equipped French classroom was inaugurated at the academy. The symbolic act of cutting the red ribbon was performed jointly by a French cadet studying in Armenia and an Armenian cadet set to pursue studies in France, exemplifying the cooperative ties between the two academies.

Minister of Defense of the Republic of Armenia watched the process of the Armenia-U.S. joint exercise "EAGLE PARTNER 2023 "
On September 15, Minister of Defense of the Republic of Armenia Suren Papikyan together with United States Ambassador Extraordinary and Plenipotentiary to the Republic of Armenia Kristina A. Kvien, First Deputy Minister of Defense- Chief of the General Staff of the RA Armed Forces, Lieutenant General Edward Asryan, the Deputy Chief of Staff for the U.S. Army in Europe and Africa Command, Brigadier General Patrick Ellis, the Commander of the 10th Mountain Division, Major General Gregory Anderson, and the foreign Defence Attachés and representatives accredited to the Republic of Armenia, watched the process of the Armenia-U.S. joint exercise "EAGLE PARTNER 2023 " being held within the framework of preparation for participation in international peacekeeping missions in "Zar" Training Center of the Peacekeeping Brigade of the Ministry of Defense. The invitees observed the active phase of the practical training. Thereupon, the head of the Defense Agency and the guests were introduced to the control center of the military training, the re-equipped classrooms where plans are developed and decisions are made. At the end of the visit, the Commander of the Peacekeeping brigade provided information on the involvement of the peacekeeping contingent of the Armenian Armed Forces in conducting peacekeeping missions in a number of countries, emphasizing that the cooperation with the peacekeepers of the U.S. army in those territories are in a high level.
The final round of the Armed Forces Team Chess Championship
From 20 to 25 February, the final round of the Armed Forces Team Chess Championship was held. The collective teams of the 3th Army corps, 5th Army Corps and Special Army Corps military formation successively took the first, second and third prizes.
The RA Ministry of Defence announces a tender

On February 17, RA Deputy Defence Minister Arman Sargsyan received a delegation of co-rapporteurs of the Monitoring Commission of the Parliamentary Assembly of the Council of Europe on Armenia Kimo Kilyunen, Boriana Aberg and Secretary of the Commission Matthew Monin, who arrived in the Republic of Armenia on a fact-finding mission. During the meeting, the Deputy Defence Minister presented the situation on the Armenian-Azerbaijani border to the guests, a number of issues related to regional security were discussed.

On November 25, RA Deputy Defence Minister Arman Sargsyan received Michael Zibert, Managing Director of the European External Action Service for Russia, Eastern Partnership, Central Asia, Regional Cooperation and OSCE. Andrea Victorin, head of the EU delegation to Armenia, ambassador extraordinary and plenipotentiary, also participated in the meeting. During the meeting, Arman Sargsyan presented the situation on the Armenian-Azerbaijani border to the guests. The parties also discussed issues related to the activity of EU observational capacities. The Deputy Minister of Defence reaffirmed the willingness to support the mission.

The graduation event of graduates of the "I have the Honor" program for 2022 took place
On November 1, the graduation event of graduates of the "I have the Honor" program in 2022 was held at the V. Sargsyan Military University of the Ministry of Defence of the Republic of Armenia. In parallel with obtaining higher education in civilian universities, cadets who have mastered military affairs for two and a half years have today sworn to selflessly serve the Motherland in the shoulder straps of the first officer rank- lieutenant. Armenian Deputy Defence Minister Arman Sargsyan congratulated the officers who joined the ranks of the Armenian army. He expressed confidence that the lieutenants who have mastered the exact sciences and humanities at universities, who have mastered military affairs during theoretical classes and training camp, platoon commanders, will give a new breath and quality to the armed forces and will contribute to improving the combat capability of the army. On the same day, a draw was held in the administrative complex of the Ministry of Defence to determine the places of further service of graduates of the "I have the Honor" program.
