Participants in the meetings included representatives from the Ministry of Defense, Ministry of Foreign Affairs, Finance Ministry, urban planning ministry, the staff of the government of the Republic of Armenia, the national security service of the Republic of Armenia, law enforcement, government property management department, the state committee of real estate registration, the Yerevan city hall, the government of the Shirak region and the Gyumri city hall.

The execution of the decision made in the 10th meeting, coordination between documents concerning the transfer of lands and properties between the Russian base and Armenia, the repair of roads in Gyumri using the equipment at the Russian base, and other questions concerning the Russian base in Armenia were discussed during the 11th meeting.

Members of the commission also visited RF base 102 located in Armenia.

A document was signed on July 28th, concerning the meeting.

The intergovernmental commission was formed on September 27th, 1996, in agreement with the agreement concerning "Land allocations and transfer mechanisms for the military base of the Russian Federation in the Republic of Armenia."
