NATIONAL DEFENSE RESEARCH UNIVERSITY, MoD, RA
NDRU was opened on January 28, 2016. It is founded on the basis of the Institute for National Strategic Studies (INSS, MoD, RA), which was established in 2005 as the research component and organizational backbone of NDRU.
In 2003-2004, commissioned by the then Minister of Defense Serzh Sargsyan, the Founder-President of NDRU and academic supervisor of interagency development of the first National Security Strategy of the RA, Doctor of Political Science, Professor, Lieutenant-General Hayk Kotanjian during his academic fellowship developed the Project of NDRU at the U.S. National Defense University.
The goal of this unique research university in the region is to increase the efficiency of the Armenian defense security system through bridging research and educational activities. Among the tasks of NDRU is the research in the areas of regional security dynamics, cybersecurity and ICT, strategic gaming, as well as developments targeted at the effective management of cyber-digital resources. On the basis of these studies relevant analyses and recommendations are submitted to the political-military leadership of Armenia contributing to the expansion of their knowledge in the field of security policy.
NDRU research fellows, in close cooperation with leading international educational and research institutions, seek to develop and enhance the level of security-oriented research aimed at strengthening the security of Armenia and Artsakh.
In the course of its activities, NDRU organized a number of strategic policy forums and conferences with participation of leading experts and senior officials from the UN, NATO and the Collective Security Treaty Organization (CSTO), thus turning Armenia into a unique and important platform for constructive dialogue in the South Caucasus among various geopolitical poles, political and professional circles, intellectual centers, and centers of power.
Under the academic supervision of NDRU’s President, Professor Hayk Kotanjian collective monographs on regional security dynamics, multilingual dictionaries of defense security terms, as well as Defense-Academic Journals “Haikakan Banak” (“Armenian Army”) and “Working Notebooks” are published.
NDRU also includes an electronic academic library collaborating with leading academic libraries around the world, Postgraduate School, Specialized Council Conferring Doctoral Degrees with a specialization in Political Science.
“HAIKAKAN BANAK” DEFENSE-ACADEMIC JOURNAL, MOD RA
The MOD RA’s “Haikakan Banak” defense-academic journal was established on 11 October, 1994, by the order of the then Minister of Defense (now President of the RA) Serzh Sargsyan, on the recommendation of the First Deputy Defense Minister Lieutenant General Norat Ter-Grigoryants. The work for writing the journal was entrusted to Colonel (now Major General) Hayk S. Kotanjian, Doctor of Political Science.
The objective of the “Haikakan Banak” defense-academic journal is to promote the following:
‒ Disseminate the advanced national and world strategic thinking, knowledge and practices amid the RA Armed Forces,
‒ Make for the moral and military education of the Armed Forces personnel, cultivate the lofty feeling of patriotism,
‒ Prepare academia in the RA Armed Forces,
‒ Formulate and present the aftermaths of the strategic studies made in the INSS to the RA military-political leaders, as well as heads of the interested agencies of public administration,
‒ Strengthen the link between the Army and the society,
‒ Elaborate the Armenian defense-academic terminology; develop the conceptual and terminological apparatus.
The trilingual (with Russian and English summaries) “Haikakan Banak” journal was included in the list of the journals of doctoral studies of the Supreme Certifying Commission and took its unique place among other academic journals. The journal covers a wide variety of topics: it may include academic publications relating to different realms of military. Throughout the twenty years of its existence around 400 specialists both from the Armed Forces, and other military structures, academic and higher education, including foreign, civil institutions, have published articles.
The issues of the journal are delivered to the foreign diplomatic missions in the RA and to the RA diplomatic missions abroad, as well as to the CSTO Joint Staff and to the George C. Marshall European Center for Security Studies. Among the authors for the journal there are expert strategists from the RF and the US, Germany, Israel, Turkey and other states, their articles are published fully also in the original language (Russian or English). Since 2008 any issue of the journal has been devoted to the defense reforms implemented in a certain sphere of the Armed Forces life, at that the expert-analytical material being included in the training programs of combat troops. The editorial staff, in collaboration with the Political Science Association of Armenia, in 2012 has released the Defense Security Explanatory Armenian-Russian-English, Russian-Armenian, English-Armenian Dictionary (about 3000 simple and complex terms). The editors have also published 6 monographs on security policy and military psychology and 1 expert handbook.
The Editors-in-Chief of the “Haikakan Banak” defense-academic journal have been: in 1994-1998 Colonel Hayk Kotanjan (now Major General, Head of the Editorial Board), in 1998-2005 Colonel Arkadi Sargsyan, Doctor of Technical Sciences, Academician, Engineering Academy of Armenia and the RF Military Academy). From 2005 up to now the Editor-in-Chief of the “Haikakan Banak” defense-academic journal is Colonel (ret.) Davit Chilingaryan, Deputy Head, INSS MOD RA.
